[Zuluru] Possible PayPal payment problems

If you are not using PayPal for handling your Zuluru registrations, and
you're not planning to do so any time soon, you can safely ignore this
email. :)

One client using PayPal has been experiencing issues, starting this month,
where people are not allowed to pay, but it seems they are also not given
any error message. They enter their credit card information and then are
immediately returned to the same payment page. The response from PayPal
support so far has been limited to indicating that these transactions are
being rejected due to "decline by risk".

It appears that there may be a connection here with people that have PayPal
accounts but are not logging in to them to make these payments. That is, if
either their email address or credit card is associated with a PayPal
account, but they try to simply enter their credit card info instead of
logging in to PayPal, the payment is refused.

Note that this is only a working theory at this point. The client has had no
such issues in the past, which could mean one of three things:

1. Something broke at PayPal and they haven't noticed and/or fixed it
yet.

2. Something changed on purpose at PayPal but they don't want to tell
people for some reason (e.g. security by obfuscation).

3. There is a price cut-off at which point this check kicks in, and
summer registrations were small enough dollar amounts to not trigger it but
indoor prices are higher.

This email to you is to serve two purposes:

1. To let you know about this possibility, so that if you start hearing
from people that they can't pay with PayPal you can be forearmed with a
possible solution.

2. To ask if any of you have any additional info to add, either to
support or refute the current theory. If you are currently accepting
payments (maybe over about $50?) through PayPal with no issues, that would
be helpful to hear, as would any info about similar rejections that you may
have experienced.

Thank you for your time! If I can come to any definitive answer to this
(either through your responses or further prodding of PayPal support), I'll
follow up here as well as making any necessary change/addition to the
checkout page to let your registrants know.

Greg.

P.S. Yes, the alliteration in the subject line was intentional. :)
