They enter their credit card information and then are immediately returned to the same payment page. The response from PayPal support so far has been limited to indicating that these transactions are being rejected due to “decline by risk”.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:10.0pt;font-family:"Arial",sans-serif;color:blue'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:10.0pt;font-family:"Arial",sans-serif;color:blue'>It appears that there may be a connection here with people that have PayPal accounts but are not logging in to them to make these payments. That is, if either their email address or credit card is associated with a PayPal account, but they try to simply enter their credit card info instead of logging in to PayPal, the payment is refused.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:10.0pt;font-family:"Arial",sans-serif;color:blue'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:10.0pt;font-family:"Arial",sans-serif;color:blue'>Note that this is only a working theory at this point.
