I notice that anyone can create a franchise. Should that ability be limited to a user level above Coach?
Right now a Parent can create a franchise.

Franchises are sort of a meta-feature, they don't really affect anything. A parent might create a franchise and add all of the teams any of their children have ever played on, to make it easy to track that history, for example.
