[Zuluru] Refunded payment status

I've had a couple of votes in favour of this, no questions or votes against,
so unless I hear an opposing viewpoint I'll go ahead with the change on
Friday.

It has been suggested that, since Zuluru now supports transfers and credits
in addition to refunds, and that it's possible (e.g. in the case of a
non-refundable deposit) that registrations might need to be cancelled
without being removed or refunded, that "Refunded" is no longer the best
name to indicate that the record needs to be kept but should not be allowed
to proceed in any way. I tend to agree, and am thinking of changing it to
"Cancelled". This would not be a new status, but just a renaming of
Refunded. The change would in no way affect any existing functionality,
except in that the "transfer payment" and "issue credit" pages would say
"Mark as cancelled" instead of "Mark as refunded".
 
If you have any questions or concerns about this, please let me know;
otherwise I'll look to make this change later this week.
